HAGGERTY completed a multi-phase adaptive-reuse project converting an existing 40-room motel into long-term housing in Stockton, California. The project transformed the former hospitality property into permanent residential units intended to support individuals transitioning out of homelessness.

The initial phase established the primary residential conversion, including renovation of the existing motel rooms into 40 housing units and the creation of four ADA-accessible units. The work required coordination within an existing building, adapting the original room layouts and building systems to support long-term residential occupancy rather than short-term lodging.

A later construction phase continued the improvements under the same project, owner, and address. The Phase II agreement references City of Stockton-approved plans, a construction budget, control estimate, labor schedule, and preliminary construction schedule, indicating a coordinated continuation of the renovation and building-improvement program.

The project was completed within a federally assisted affordable-housing environment and required prevailing-wage compliance, certified payroll, Section 3 participation, Davis-Bacon labor standards, and minority- and women-owned business outreach. These requirements added another level of documentation, subcontractor coordination, workforce tracking, and project administration to the construction process.

Town Center Studios demonstrates HAGGERTY’s ability to deliver occupied-building rehabilitation, motel-to-housing conversions, ADA improvements, affordable-housing construction, and multi-phase residential renovation within a highly regulated public and federally funded project environment.
